Organizational Structure/Staffing

In the discharge of his constitutional and prosecutorial mandate, the DPP leads and is supported by a cadre of dedicated and well-motivated prosecutors (called public prosecutors) and the administrative staff members. The prosecutors are qualified Attorneys with a combined post qualification experience of more than 70 years. They include one (1) Deputy Director, one (1) Principal Public Prosecutor, three (3) Senior Public Prosecutors and Five (5), Public Prosecutors. Their Prosecutorial work are sometimes augmented by external Prosecutors who are engaged locally or overseas on adhoc basis to shore up ODPP’s capability and capacity especially when ODPP is presented with substantial conflict or the complexity and other aspects of the case demands that an external prosecutor should be engaged.

Until March 2020, the ODPP comprised of 10 administrative staff members made up: One (1) Case File Manager, two (2) Administrative Officers, one (1) Administrative Assistance, One (1) Personal Assistant to the DPP and one (1) Clerical Assistance. With effect from the 2020/21 Financial Year, a new post of Director of Business Operations(DBO) was created, to among other things, head the daily operations of the ODPP and to have oversight of the Administrative Staff.

ODPP – RESTRUCTURED

From the 2021/22 Financial Year, the ODPP was restructured for more efficient and effective delivery of its prosecutorial mandate. The new structure created the Operation/Administrative Unit headed by the DBO.  It also incorporated the Victim and Witness Support Unit (VWSU) [Hyperlink to VWSU Section of the Website] which implements the Victims and Witness Support Programme of the Criminal Justice Stakeholders Group (CJSG).

Director

Since it commenced operation as an independent prosecution agency in 2012, the ODPP has been served and headed by Four (4) Directors of Prosecutions, namely:

  • JoAnn Maloche (2013 – 2015)
  • John Masters (2015 – 2016)
  • Jillian Williams (2016 – 2019)
  • Eugene Otuonye, Q.C (2019 – present)

Mr. Eugene Otuonye, Q.C

Director of Public Prosecutions

The current Director of Public Prosecutions is Mr. Eugene Otuonye, Q.C. He was appointed with effect from January 2019. He is a Nigerian and Caribbean trained Attorney – at – Law with more than 30 years of extensive legal practice in the public and private sectors in Nigeria and across the Commonwealth Caribbean. He has been a Queen’s Counsel since 2006. Prior to his current appointment as DPP, Mr. Otuonye, served as the first substantive Director of the TCI Integrity Commission from July 2011 to 2018. Within this period, he also served as the Chairman of the regional anti-corruption body – the Commonwealth Caribbean Association of Integrity Commissions and Anti-Corruption Bodies from 2017 to 2018. Prior to these recent appointments, and in the period between 2004 and July 2011, Mr. Otuonye served as the Deputy Attorney General of TCI; the Attorney General of Montserrat; the Chairman of the TCI Public Service Commission and a member of the Advisory Council during the UK’s interim direct administration of the TCI.

Mr. Otuonye is a member of the TCI Bar Association, International Bar Association and a Fellow of the Society of Advanced Legal Studies, IALS, University of London, among other Bar and Professional Associations. He is married to Vivian, a Guidance Counsellor, and they have three adult males.

Deputy Director

Since its inception in 2012, to date, the ODPP has been served by one substantive Deputy Director – Mrs. Angela Brooks.

Deputy Director of Public Prosecutions

The current Deputy Director of Public Prosecutions is Mrs. Angela Brooks. Mrs. Brooks held this post since the inception of the ODPP in 2013. Prior to this position, Mrs. Brooks was employed with the Attorney General’s Chambers as Crown Counsel and later as Senior Crown Counsel attached to the Criminal Division where she served since 2002.

Mrs. Brooks is a native of the Turks and Caicos Islands and has practiced Criminal Law in this jurisdiction for 19 years in all levels of court. She holds a Masters of Law degree in Commercial and International Law.

She has benefitted from numerous trainings programs over the years which has afforded her the opportunity to gain expert skills in various areas including in the area of Anti-Money Laundering and Counter Financing of Terrorism. she currently leads the AMLC Unit within the ODPP and she Chairs the Financial Crimes Focus Group, which is a sub-group of the Anti-Money Laundering Committee.

Mrs. Brooks was one of four committee members of the Technical Team producing the first Criminal Procedure Rules in the Turks and Caicos Islands. She is a member of the International Association of Prosecutors, and also a member of the TCI Bar Association.

Mrs. Brooks is passionate about acts of service within her community. She is married to Desmond Brooks, a Computer Technician, they have 6 children.

Staff Training and Continuous Professional Development

The Office of The Director of Public Prosecutions ensures that staff are regularly trained so that they are equipped with the necessary knowledge, skills and competencies to successfully execute their jobs.
